(a) Power of appointing Staff both supervising and labouring and the power to give increases of salaries to competent men.
(b) Power to let contracts without public tender and in the case of small works without copies of contracts or letters to Colonial Secretary's Office,
As regards appointment of supervising Staff drawing $30 per month and over it has already been decided what the procedure should be namely, that I can appoint these men but must report the matter as soon as possible for formal sanction. As to the pay of these men it must be remembered that a very large proportion are drawn from what may be called the beach-comber class who come looking for work without any references. These sort of men require to be firmly handled and I have given instructions to my executive Staff to suspend any Europeans who misbehaves, and report the cause to me at the earliest opportunity, and I must ask that I be given powers to instantly dismiss the offender if I consider such dismissal necessary. This is only in case the man is appointed locally, but if the culprit is appointed in London I would of course report to you first.

Again when I appoint a man who can produce no reference or papers which would be a guide as to the amount of salary which he is worth, I only do so at a low salary on one month's trial and I would ask that I be empowered to raise that man's salary if he proves himself worth more than the salary on which he was appointed.
The only other alternative if too many difficulties or restrictions as are placed on me would be to appoint such a man on a high salary at the start which he might not afterwards be found to be worth. The man would very naturally object to a reduction of salary and might not stay.
From the enclosed queries you will see that the Local Auditor is pressing me still further to produce my authority
